Thanks for the link. Just for clarification, I have made over 30 purchases without a delay or denial. Just recently I have had (2) delays in the last month. The gun shop advised me to get a UPIN to avoid the delays. Also, some stores (Academy) have a policy that if you are delayed, they will not sell the gun even after the 3-4 day wait. I have experienced this personally. It is mainly to avoid the aggravation of delay. Thats all. There is no hidden motive behind it. Sorry.
I have been certified and sell firearms. Even though you obtain a UPIN, you still have to go through the check through NICS. The transaction still has to be processed and a proceed status given with an approval number. From previous transactions I have processed with applicants with a UPIN, it really does not speed up the process. A lot of retailers have incorporated a policy that after the 3 day waiting period has passed and the ATF states its Ok to proceed, the retailers have endorsed a coorporate policy that states the firearm will not be processed until a 'proceed' status is officially given through the approving agency.
Good Luck

Thanks for the information. It was told to me that with the UPIN, there is no delay and that the approval is instant. I realize that the NICS check still has to be implemented and that the approval number has to be granted. The majority of my purchases have gone through in 30 seconds or less. In your opinion, is it worth the time and effort to get the UPIN? Like I said earlier, it is just to avoid the aggravation of the delay.
Here is the answer from FBI/NICS on getting your number. Once you get the application, you even have to submit your finger prints as well. It will not be an instant proceed even with your card. Lots of red tape for the process. It will likely be delayed in some instances.
NICS Appeal and Voluntary Appeal File Frequently Asked Questions
Once I get my UPIN does that mean I will never be delayed or denied a firearm purchase again? Entry into the VAF will not automatically result in a proceed response on subsequent firearm purchases. A complete NICS check is still required and will result in a denial if additional prohibitive information is discovered.

Thanks for the additional info. At this point it seems fruitless to pursue the UPIN. I understand that the UPIN seems to be for people who are denied and believe an appeal is needed. Hopefully, in the future, the NICS process will not delay me and I can walk out with my purchase... Thanks again. Gary
Its not only Academy who does this. I know Walmart and several independent shops wait until a proceed response is given. I do not know about Bass Pro or Cabelas. It is written that after 3 complete business days after the check was initiated that the firearm is OK to release and good for up to 30 days. What was happening that after 3 days and the firearm being released, it would be found out that the person should not actually have been released a firearm. So, the retailers created the policy above what the NICS states, NO FIREARM RELEASED UNTIL A 'PROCEED' IS OBTAINED. I guess we can thank the criminals for this one. Those of us who try to do it legally are waiting while guns are illegally being traded on the street every minute of the day.
Why do you want a UPIN? Have you been denied or delayed a purchase of a firearm for some reason?
Anyway, here is a link to information about UPIN on the FBI's website.
