According to the Regulations in the pamphlet it says it is only illegal if the potatoes are raw.
'It is illegal to intentionally feed,
deposit, place, distribute, expose,
scatter, or cause to be fed, deposited,
placed, distributed, exposed, or scattered,
raw sweet potatoes to wild
game quadrupeds.'
This is straight form the manual. Boil them and the deer can eat them easier.
