If you pick your fishing days wisely you should have no problem launching at Dockside and fishing the trestles or Hwy 11 bridge. Check the forecast before you go. With a northerly wind you can fish the bayous and shoreline of lake Pontchartrain without having to worry too much. A light S.E. wind should be o.k. too. Another option would be to launch at the Hwy 90 bridge by Fort Pike. I usually don't have any issues fishing from my flatboat in those areas. (Trout fishing should be heating up any day now at the trestles.)
Pay attention to changing wind/weather conditions.
