If they haven't found a stand. I'd almost bet he left one behind if he almost got caught and left the other stuff. Could be screw-in steps with a hang-on or a climber over in the bushes about 20 yards away but he was certainly up a tree with that camera set up.
I got a nice stand and camera that way after catching a trespasser coming out one night. Backtracked him the next morning and found his setup.
I'd say he more than likely does not have permission sense he dropped everything. I have permission to hunt a small section around Madisonville. Someone decided to call the cops on me one evening. I talked to a very lovely police officer and explained the situation. Turns out she loved to hunt! Why didn't stuff like that happen when I was single!

A Mandeville man was cited for trespassing in the upscale Sanctuary subdivision, where he is alleged to have been deer hunting, according to the Mandeville Police Department. On Monday morning, police say they identified Guy Babin, 48, of 223 West Hickory Street, one week after someone in the neighborhood called to complain about the hunter.
Mandeville Police say Guy Babin of Mandeville was illegally trespassing in the Sanctuary subdivision, where he was deer hunting. The hunter left the deer carcass in the woods when police showed up to the area.
After being identified by an 'anonymous report,' Babin was issued a citation for misdemeanor trespassing and was released, according to police spokesman Gerald Sticker. Police said Babin 'was otherwise legal, possessing the necessary hunting permits.'
Last week, the department issued a news release with attached photos of who they now claim to be Babin dragging a dead deer through a wooded area of the subdivision. Police asked the public for help identifying the man pictured. They said he left the carcass in the woods when he saw deputies arrive. Sticker said last week that although it is bow hunting season, it is illegal to hunt on personal property other than your own without permission.

He broke 2 game laws as I see it...
1. If he was dragging the deer and they didnt know who he was, then he obviously removed the deer from the kill site prior to putting his Carcass tag on the deer.
2. If he left the deer in the woods then he did did not retrieve the game and I think this is against the law too.
If your not in a stand elevated at least ten feet above ground, you need to have orange on. If your walking around on the ground its a must. If its private property then you still need to have at least an orange hat that has an unbroken pattern of orange. I can care less about this guy not having it on, i just thought id add another citation haha
