Food Plot Problem

This is a pic of the cage i have in my food plot, i have one in each plot and all are similar.
Planted late October because of the drought. Inside the cages the growth is as s hown. Outside there is growth but maybe 1/2' tall.

What can I do next year to get ahead of the deer?

Looks like you need to shoot a lot of does. Too many deer. They are eating everything in sight.

when planting lablab in our summer plots we put up a perimeter of ribbon and spray the ribbon with deer away. It keeps the deer out of the plots until the lablab is mature enough to withstand.

Also, could it be turkeys or birds eating up all the seeds?

Next year I'm going to try to establish a perimeter of some sort in the hopes of keeping them out.
