Duo busted with 103 specks in Empire

Suspects admitted to catching a morning limit, returning to their camp and then continuing to fish, LDWF says

Enforcement agents with the Louisiana Department of Wildlife and Fisheries cited two men on Tuesday for allegedly being in possession of 103 speckled trout in Plaquemines Parish.

According to a press release, agents cited Frank Boecki, 53, of Metairie and Spencer Prechter, 33, of New Orleans, for over the limit specks.

After receiving a tip out of Empire, agents made contact with the men and discovered they were allegedly in possession of 103 trout. During questioning, the suspects admitted to catching 50 trout earlier in the morning, bringing them to their camp and then returning to the water and catching 53 more, the release states.

Agents seized the 103 fish and donated them to a local charity.

The daily limit for speckled trout is 25 per person. Possessing 50 or more speckled trout over the limit carries a $400 to $950 fine and up to 120 days in jail.  Every speckled trout over the daily limit is also subject to a $25 fine, which totals $1,325 for this case, according to the release.

The men may also face civil restitution for the replacement value of the illegally possessed fish totaling $1,535.41, the release states.
